It looks like the "California style" twist lock is a connector that is like normal twist lock with added ground connection on the outside of the connector.. On the female connector side, there is metal ground contact on the outside of the connector. That grounding strap is to provide a low-resistance ground path. On the male plug there is a metal plug shroud with a rigid vinyl protective shell surrounding the pins. This metal plug shroud makes contact with the male grounding strap when plug is inserted.
