The circuit I mentioned did not have this kind of option.
It just gives out beat when there is beats on the music,
when no music then no output form the circuit.
The option you are talking about soudn to be useful.

If this kind of option is needed, then you can always add some
extra electronics to add this feature. One option is to put
an electronically controlled switchm which switches to an
external slow oscillator when there is not output form beat sync
circuit for a predetermined time. Other option might be to put
some kind of PLL circuit oafter the beat sync circuit and make
it so that it slows down when there is no input signal to PLL circuit.
