I don't know what is official limit of joystick power current
that can be taken. The physical connector itself should
handle up to few amperes. Depends on card implementation
how much it actually can handle. Staying below 1A would
be quite safe for most cards I have seen. In older
cards joystick ports tended to be directly connected
on their +5V pins to +5V power supply rail which can 
supply fair amount of cable. Even enough to burn a cable
if short circuit to ground happens!

the power capabilities of USB port are quite limited. It can
output +5V. Normally if I remeber right the current was 100 mA
or 500 mA depending on operation mode.
