My quess is that they are simplu built using one small capacitor
from mains wire to TV antenna in center pin and possibly one resistor
(from connector center pin to connector ground). That's my quess
that they basically are (there could be more components 
for safety reason, who know, but I doubt).

I have ni real proven circuit example for this.
