There is no straightforward answer for this.
In many netwroking techniques one frame takes one packet
(for example IP over Ethernet), but in some other you might 
be able to fit many packets inside one frame (IP over SDH/SONET
for example) and in some cases you might need to split one large
packet to many frames (some cellular data systems).
