This could be the problem. cable S-video/scart" does work properly 
with TVs that support S-video. If TV does not support S-video,
then you get black & white picture.

If you want to connect S-video signal to TV with no S-video support,
you need to convert S-video to composite video first (and then
feed that composite video to that TV SCART with suitable cable/adapter).
S-video can be converted to composite video with a special adapter.

PS: T0 get color picture you need also to have the video standard
right (PAL for PAL TV, NTSC for NTSC TV).
