Yes. 

Other possible input ports that I have used are:
- Joystick port
- Parallel port
- Serial port

With all those ports external signals can be wired pretty directly 
to them when you know how. Either just wiring directly or by 
adding one pull-up resistor per pin.

I have made systems that have been used several times to 
run lights on "quiz" type TV show. My mystem had three buttons 
wired to PC serial port (just switches and few pull-up resistors) 
for controlling. The lights were controlled through the parallel 
port (cuntom interface that gav 0-10V output to light dimming/switching 
system). The control software was running on old laptop that was 
running DOS operating system, the control software was written using 
Turbo Pascal.

I have seen some graphics cards with SDI output. 
Those seems to have been on computer video playback system, don't 
know how good they would be runnign 3D graphics etc.. 

Then other option to get SDI output is to use some external 
converasion device. Either from S-video from that graphics 
card or directly from the RGB from card VGA output.
