THe easiest and cheapest way to get any decent quality is to buy a video digitizing card for your PC. Those are available from very many manufacturers and any good computer shop should be able to sell you one such product. Dirt cheap frame grabber is a very simple circuit which ocnnect to the PC parallel port. The circuit can be built very simply and it can even digitize moving video. The picture quality is very bad, qutie unusable for anything serious. You can find plans for better video digitizer circuit at http://www.ucl.ac.uk/~ucapwas/video.html That circuit is designed to capture good resolution still images from the video.
