The wiring for VGA cable is one-to-one direct cable. So it goes like 1-1 , 2-2 , 3-3 ,4-4...
The CAT5 cable consists of twisted pairs. It is a good idea to at least for RGB signals to wire then
in a way where one wire pair carries one signal (R, G or B) and the corresponding ground.
This minimizes the crosstalk problems between wires.
One one: A good VGA cable should use 75 ohm coaxial cables for RGB signals. The CAT5 cable
impedance is 100 ohms. Impedance mismatch like this can degrade the picture quality
(possible loss of details, "ghosting", etc..). The results you get with CAT5 cable could vary from
acceptable to poor depending on cable construction, length, resolution used and the equipment on the
ends of the cable.
