I would like to construct a simple mobile phone jammer circuit.Can any one of you experts help me with a circuit,PCB Layout and Contruction Idea for the same...

As far as I know, electronics like mobile signal jammer are not allowed to use by law, for this equipment could lead to some breakdown of important conmunication equipments belong to individual or nation. But I saw there are many jammers sold on the web, why you must design one by youself, you can just purchase a cell phone jammer online.
