How can i deny access to USB Port to USB Drive

Is there any software available through which i can restrict access to USB Port in Win XP.I want to have idea other than disabling USB in BIOS.
If i want to write a software, which language is best for disabling USB Port.

You can disable USB port by disabling driver for USB

You can do it manually or by writing program.

If you want to write program Visual C++ should be good choice
