In what country do you live at ?
If you live within EU, then you can buy PMR446 walkie-talkie radios very cheaply from many places. Those radios claim up to 3 km coverage on good conditions. Those radios start from 30-40 Euros per unit. Cheapest offers I have seen have been around 40-50 euros per pair of walkie-talkie radios. You just can't beat those radios in price trying to make your own circuit!
